I’m confused by the statements by people that the ACA does not address the cost of care, and quality. As I look at the legislation, and at Medicare reimbursement, in things like Core Measures, MSSP, ACO, Risk Sharing, etc., it seems that there are very strong incentives to both reduce cost and increase quality. Now, obviously the government itself doesn’t reduce cost or improve quality through the ACA legislation. But the model for reimbursement and the incentives built into it certainly do drive toward that. Why do we keep saying that it is unaddressed in the program? That this is only “payment reform”?
