A NEW VISION FOR CALIFORNIA’S HEALTHCARE SYSTEM: Integrated Care with Aligned Financial Incentives

Our nation has embarked on one of the boldest social initiatives in its history: To expand health insurance coverage to nearly all Americans while simultaneously trying to reduce the rate of increase in healthcare spending. The challenge is great everywhere in the country, but especially in CA. We know we need integrated care, value-based payment measures and a focus on population health if we are to transform healthcare and create value for the patient. Implementing that on a state-wide level, however, can be quite the challenge. So we're excited to share how one state, California, is beginning to address those issues in a significant way. The Berkeley Forum for Improving California's Healthcare Delivery System has set forth a bold vision, developed in part by our newest board member, Dr. Stephen Shortell. It endorses two major goals to achieve by 2022: 1) Reduce the share of healthcare expenditures paid for via fee-for-service from the current 78% to 50%; and 2) Double, from 29% to 60%, the share of the state's population receiving care via fully- or highly-integrated care systems.
